The judges are proud to recognise Stephen Dodd as the winner of the 2025 UDIA Victoria Young Leaders Award.

Stephen is Senior Development Manager at Assemble. He exemplifies the next generation of values-driven development leadership – combining technical excellence, integrity and genuine care to deliver affordable, community-focused housing.

At Assemble, he has led Build-to-Rent-to-Own projects delivering 370 homes, with 70% allocated as affordable housing, and has played a key role in the Fitzroy Gasworks precinct. His collaborative approach, industry advocacy and commitment to social responsibility is highly recognised and applauded.

Stephen brings a thoughtful, values-based approach and is dedicated to creating positive, lasting outcomes for residents and communities. His work is helping set a new benchmark for industry, grounded in collaboration, care and a shared purpose to deliver better housing for all.
