On 1 June 2018 the Planning and Environment Act 1987 was amended to include a new objective of planning “to facilitate the provision of affordable housing”, a definition of affordable housing, and clarification that Section 173 Agreements are an appropriate instrument to secure an affordable housing agreement between a planning authority and a land owner.
The State Government also released policy guidance intended to inform requests by a Responsible Authority to a land owner to incorporate affordable housing within a development and any subsequent negotiation and agreement between the parties (voluntary affordable housing agreements).
We are delighted to be joined by Wayne Robins, Manager Forward Policy Coordination, Department of Environment, Land, Water and Planning and Kate Breen, Director, Affordable Development Outcomes, to provide in-depth overview and analysis of these legislative and policy documents as they relate to the development industry and the delivery of affordable housing.

Meet the presenters: 
Kate Breen is Director of Affordable Development Outcomes, a Melbourne based consultancy specialising in the development of workable affordable housing policies and strategies for governments, developers and not-for-profit housing organisations.  Kate has a particular interest in the development of viable planning system approaches to delivering affordable housing and draws on her understanding of interstate and international practice to inform policy making and negotiations.
Wayne Robins is Manager Forward Policy Coordination within the Planning Group of the (Victorian Government) Department of Environment, Land, Water and Planning. The Forward Policy Coordination team is currently focussed on implementing the framework for affordable housing recently introduced into the Planning and Environment Act 1987. Wayne holds business and public policy qualifications. He has led the development and implementation of policy, regulation and legislation projects in a range of State Government agencies, as well as leading policy and communications for a professional institute.
